The common european framework of reference for languages – CEFR: a general description

What is the CEFR?

The Council of Europe, together with stakeholders, leading language-teaching institutions and subject matter experts, sought to create a standard way of describing language proficiency in Europe. This system is recognized in all European States.

How is the CEFR organized?

The CEFR organises language proficiency in six levels, A1 to C2, which can be regrouped into three broad levels: Basic User, Independent User and Proficient User, and that can be further subdivided according to the needs of the local context. The levels are defined through ‘can-do’ descriptors. The levels were established in 2001, as a development by the Council of Europe over a period of time.

The CEFR Levels

At all levels, the CEFR involves all four linguistic skills—writing, listening, speaking, and reading.

The descriptions for each level are for “communicative competence,” or how well you are able to understand and be understood by others. It’s not really about vocabulary size or grammar knowledge, but about how well you are able to communicate.

In general, the levels are grouped as follows:

  • A1 and A2 represent Basic Users
  • B1 and B2 represent Independent Users
  • C1 and C2 represent Proficient Users.
