Your Excellency,

Ladies and Gentlemen,
"It is indeed a very great pleasure for me to address the German Community and some of their best Friends today, at this Consulate of the Federal Republic of Germany, especially in consideration that I do so in the presence of His Excellency the German Ambassador.
The greater number of you present has ties with these Islands. Some of you have their husbands here, others enjoy an employment and a few others are at present in Malta for holidays. Especially those of you, Ladies and Gentlemen, that stay in Malta for good, or for some years, I feel sure that the formation of a German Community Circle will greatly appeal to you. My son and I have been studying very carefully the advisability and the need of this body in Malta, now that the number of German Nationals is ever on the increase.
There could not be a better opportunity to do so than today, when H.E. the German Ambassador, assisted by the Economic Counsellor will bear witness to this solemn historical document and which will perpetuate the memory of His Excellency's visit to Malta.
This body of German Nationals and their friends may meet at this Consulate. Now I invite each of you, Ladies and Gentlemen, to sign this document if you so wish."
After H.E. the German Ambassador's address, which was spontaneous and,
therefore, could not be recorded - the following document was signed by a
good number of German Nationals and other Friends of Germany:
"We, the undersigned, born in Germany and at present residing in Malta encouraged by the presence of the German Ambassador at the Court of St James in London. His Excellency Herr Dr Hasso von Etzdorf do agree to form and do form ourselves into the: German-Maltese Circle (Deutsch-Maltesischer Zirkel)
Signed this day the (18th) Eighteenth October, of the year one thousand nine hundred and sixty two (1962)."
